MOGH to be located within a casino.

I think I can understand the need for background checks for the operation of "MOGH Store"(?) within the casino, but I'm not sure why there is this requirement as they would not be casino empoyees.

Also, if the BoD has to go thru a background check, then would any new BoD member also have to go thru a background check? Along those lines, if a club member wanted to volunteer to help out in the MOGH store would that volunteer, or any other volunteers, also have to go thru a background check?
