() The policy that allows any non-member to file a complaint against any Club-member and for said complaint to be handled by the Claims Director is already in-place. No new can of worms to be opened, we are already beyond that and have been for quite some time. And to my awareness, we are no worse for the wear.
I believe, that if we, as a Club, want our members to be ethical, then our Club MUST be the epitome of ethical behavior. And a simple part of that is to recognize that humans, for a variety of reasons, do not faithfully make appropriate ethical decissions, and when there is a mis-step (as there always is at some point by someone) then the promise of ethical behavior required of Members by the Club, must have an avenue of appeal and potential recourse for anyone (even a non-member) that is treated unethically.
Of course we have to have an avenue in-place beforehand to recognize or rule out unethical behavior and that is what the complaint process is about. And just as past complaints have resulted in finding(s) of unethical behavior, I would expect that future (but NOT all) complaints will reach the same result.
Sorry to be so long winded, but I believe this to be an important aspect of the Club, and while I anticipate and expect ethical behavior from anyone, I know that I will not get it from everyone. Moreover, I do not believe that the payment of a dues fees assures me of everyone's compliance with the COE, nor even my own compliance (simply because I paid my membership fees)!
Simply stated, I don't believe that you can buy or pay for ethical behavior. You can only hope that everyone will behave and act ethically because they know it is the right thing to do.

(Archie, I know my comments have gone beyond the specifics of your comment, but the overall subject is highly inter-related and it is difficult to stay within a specific boundary. I thank you, my friend, for your inputs here.)
