Why are we trying so hard to get people to vote, even if they have no opinion? Personally, I don't think it is a good idea to bribe people with incentives or go to such extremes to make sure people vote. Those who care about the governance of the hobby voted, those who don't, didn't.
If we set up a booth at the convention and tell people they can get freebies if they vote, we will have people with zero knowledge of the candidates just marking any name to get their gifts. I don't like that. The question was raised if it would be acceptable if only 12 people voted. I think the answer is "YES" if those 12 people are the only ones who did the research and took the effort to cast a vote.
Why should the club spend money on stamps, or raise prizes, or hand people a ballot as they walk into the convention. We are all adults. If they want to vote they will.
I don't see that the system is broken.
